Launch your game and go into the eden editor. After that you will highlight all files and you will copy paste them into the folder you made at 'step 2'.
In your PBO manager you will now have a file called 'mission. Then press 'Open file' button and then go find the scenario and press 'Open'. This item will only be visible in searches to you, your friends, and admins. This item will only be visible to you, admins, and anyone marked as a creator. Please see the instructions page for reasons why this item might not work within Arma 3.
